Is this another Obamacare surprise??

Just got a notice from Social Security for my parents that their medicare part b premium was almost doubling based on their "income".  They have very little taxable income and with quite a bit of tax exempt munis'.  First, how would Social security have easy access to how much income my parents would have and , second, when did medicare premiums become means tested......
