the politicians dip deeper and deeper into the civil service system to replace or circumvent career professionals with "supporters" and cronies. Many then are left in place when the next administration takes over, only to spy and or make things difficult for the other party. One of the major changes needed is a stronger civil service rule on hiring and an easier civil service rule on firing. Senior Executive Service has become a joke.
