The proposed 15 $ min wage figures out to 31,K a year. A correctional officer in the federal system starts at 32.7K. Congress authorized a 10% over ride on salary for people in "high cost" areas. That's a wopping 3300 dollars. Can you imagine trying to live in NYC on 36K. How about trying to hire folks in NYC at that rate? We put these MCC's in big cities for the convenience of the prosecutors, judges, and for the benefit of politicians.
